Job Description

  • Senior Navy Training Analyst (San Diego CA – Govt – On Site) to support PMS 339 in planning, developing, documenting and assessing Holistic Training Program (HTP) Requirements for Navy Surface Ship Programs in the Readiness and Acquisition division. 
  • This position supports HTP by investigating, consolidating, and providing recommended solutions for training issues affecting Surface and Expeditionary Fleet readiness; and supports the automation and management of data analytic processes. 
  • The Training Analyst primary function will be in support of executing the HTP’s Surface and Expeditionary Training Feedback process and Training Effectiveness assessments.

Duties and Responsibilities:

  • Capture and Analyzes Surface and Expeditionary Warfare training deficiency trends to support applicable Surface Warfare Enterprise (SWE) stakeholders in reaching informed surface Navy training investment decisions.
  • Support the execution of HTP objectives to ensure that tasks are completed on schedule; Monitor standards for the quality of programs and documents; Assists in the resolution of project and program priorities; and Support quality control practices throughout all contract activities. 
  • Manage HTP projects, anticipating and meeting customer needs; supports the daily activities of the HTP program including, but not limited to, training report analysis and assessment through implementation of analytical models and systems.
  • Initiate and develop operational training assessment ideas supporting HTP, and develops effective implementation schemes; Plan, develop, coordinate, direct large projects or several small complex projects; and supports or coordinates the preparation of complex proposals as required.
  • Support the development of a comprehensive tracking and readiness system (STRMS) that supports unit readiness, individual watch stander and watch team qualification/experience/proficiency data capture ISO the surface warfare training continuum and career progression and milestone accomplishment.
  • Provide information assurance Subject Matter Expertise and recommend system enhancements to improve Information Security deficiencies.
  • Assist in the integration of new technology, design concepts, and systems to improve sharing, collection and analysis of data with Ready Relevant Learning program requirements.
  • Serve as an HTP technical expert and participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
  • Support conduct of HTP briefings and technical meetings for senior company and customer management. Interact with peer analysts concerning matters of significance to the Holistic Training Program.
  • Direct efforts to improve the quality and efficiency of the Serco team through training and development of HTP in the technical discipline. 
  • Perform additional duties and responsibilities as assigned.

Candidate Requirements:

  • Bachelor of Arts or Science Degree, and 5-7 years of relevant work experience. In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Active military duty experience including recent surface warfare operational experience at the mid-grade officer level.
  • Experience with U.S. Navy training operations, policy, doctrine, systems, and staff procedures• US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship’s Force and operations. Former Navy Instructor highly desired.
  • Managing/ prioritizing projects involving multiple stakeholders.
  • Experience in program management practices such as metrics development, work breakdown structure development, and logistics planning is also a plus.
  • Knowledge of design, development, and implementation of IT systems.
  • Knowledge and management of Information assurance policies and practices.
  • Proficient in MS applications (Access, Excel {Including Macros}, Outlook, and PowerPoint. MS Project experience is a plus.• Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables• Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
